Start with what cannot be changed: topography, floodplain, stream buffers, and access. A steep rear third can eliminate the buildable footprint your pro forma assumed.

Then move to jurisdiction. Sewer availability, tree ordinance requirements, impervious surface limits, and setback math vary meaningfully between DeKalb, Fulton, Cobb, and the individual cities inside them.

Finally, underwrite the exit. The best lot in the wrong price band is still a hard sell. Development consulting works backwards from the finished residence the neighborhood will actually support.
